Stuart Nachmias is vice president of Energy Policy and Regulatory Affairs for Consolidated Edison Company of New York, Inc., and Orange and Rockland Utilities, Inc.


As a vice president at Con Edison, he is responsible for developing regulatory strategy and company positions on federal and state electric and gas policy issues, including strategies around the New York Public Service Commission’s Reforming the Energy Vision (REV) proceedings. He also manages company relations with federal and state energy regulators and with the Northeast independent system operators (ISOs) and regional transmission operators (RTOs). This includes the New York Independent System Operator (NYISO), and the PJM Regional Transmission Operator.


He also serves as president of New York Transco, a joint-venture transmission company comprised of Con Edison and New York State’s other investor-owned utilities. He was elected by member-company CEOs when the new entity was formed in 2014.


Mr. Nachmias also works closely with trade associations, including Edison Electric Institute (EEI) and the American Gas Association (AGA). He is involved in state and federal activities focusing on the future structure of the energy industry and the role of utilities and other companies.


Mr. Nachmias holds a double B.A. degree in both Economics and Psychology from Binghamton University and an M.B.A. with a concentration in Finance & Investments from Baruch College. He also has an advanced certificate in energy management from the New York Institute of Technology and has completed the Distribution System Engineering program through Power Technologies, Inc.


Mr. Nachmias also served as director of marketing for Con Edison’s competitive energy business, Con Edison Solutions, in the late 1990s. Previous to that, he held various positions, including as director of the energy markets policy group, as a manager in customer operations, and as a manager in corporate planning. He began working at Con Edison in 1988 in the Company’s management intern program.


Mr. Nachmias is a board member of the Queens County Farm Museum, New York City's largest remaining tract of undisturbed farmland dating back to 1697. Through educational programs, events, and museum services, the farm educates the public about Queen
